Tim Savannah af7d6e8a39 Allow instantiation of FunctionTimedOut with empty arguments (to support some patterns in unit testing / mocking). Will replace function name with "Unknown Function" if not provided, and timedOutAfter will be "Unknown" or a float of how long until timeout occurred.

README 

Run ./runTests.py to execute all unit tests against parent directory "func_timeout" (will not run against site install.)

This will download GoodTests.py if not already present in PATH, and use it to execute the unit tests in parallel, forcing resolution to the parent func_timeout dir
